The cheapest I found was 1 Year Access for USD 29.88. Please let me know if you can or have found it anywhere cheaper, or for a one time payment instead of yearly. Thank you.

Mark is right. You need to have at least 1 mbps to 2 mbps internet connection speed to use satellite TV for PC. It's because buffering a large amount of movie file with a slow connection can piss you off. You can find on the bottom-right corner of the page of dish-network-vs-direct-tv.com/ a list of recommended cheap satellite TV for PC.

Wait before you buy. What is your Internet speed? If that is not good, then do not buy. I recommend at least 1 mbps and more preferably 2 mbps as the minimum Internet speed. If you have that kind of speed, then go ahead. I recommend the top one on this list: cwglive.com/ SoftwareTVForPCReview.php If you have a budget constraint as you mentioned, the second one on the same list may work for you - see whether that is the case.
